AN ANALYSIS OF THE IMPLEMENTATION OF ASN BASIC VALUE ACTUALIZATION BY CPNS DURING THE COVID-19 PANDEMIC (STUDY ON THE HUMAN RESOURCES DEVELOPMENT AGENCY OF NTB PROVINCE)

Abstract

This study aims at (1) finding out the basic training implementation of candidates for civil servants (latsar CPNS) during the Covid-19 pandemic; (2) finding out the obstacles in implementing actualization of the basic values of the State Civil Apparatus during the Covid-19 Pandemic; (3) finding out whether the implementation of Actualization of the basic values of the State Civil Apparatusduring the Covid-19 pandemic, has been effective?; (4) finding out kinds of strategies are needed in managing the implementation of Actualization of the basic values of the State Civil Apparatus during the Covid-19 pandemic. This study uses qualitative methods, and is expected to be able to describe a description of the implementation of latsar CPNS both Bima and Dompu regencies during the Covid-19 pandemic. The data is collected through observations, questionnaires, documentation and triangulation method. The data source is obtained from primary and secondary data, qualitative descriptive analysis in three ways such as, reducing data, presenting data, and checking conclusions or verification. The results of this study were the implementation of latsar the basic values of the State Civil Apparatusduring both Bima and Dompu regencies in 2020, held in collaboration with BPSDMD NTB Province during the Covid-19 pandemic. This program was procedurally held according to the LAN regulation (PerLAN) No. 12 of 2018 and Circular Letter Number: 10 / K.1 / Hkm.02.3 / 2020 About Guidance Technical implementation of training during the pandemic Corona virus Disease (Covid-19), As for the public health emergency factors for Corona Virus Disease 2019 (Covid-19), the unstable internet networks and human resources who are lack of IT are obstacles to for various obstacles experienced by participants and organizers so that the implementation Actualization of the basic values of the State Civil Apparatus during the Covid-19 pandemic. it's still not effective so that it is needed a strategy of organizing education and training in accordance with covid-19 disaster emergency conditions.
