Building a Learning Culture Through The Work Place Learning in Preparing a Video Profile of BPSDMD NTB Provincial Government

This research is the reflection of the actualization activity of the Bureaucratic Culture Transformation Design (RTBB) as the output of the Mental Revolution Training in 2021. RTBB was focused on the topic of Civilizing Knowledge Management in the Internalization of Corporate University Values Through the 70:20:10 Learning Model. This research focuses on efforts to build a culture of learning, knowledge sharing, and knowledge capture related to knowledge of organization through Workplace Learning (WPL), with the output being the creation of organizational profiles in video or audiovisual format. There are two aspects to explore regarding RTBB: the Workplace Learning (WPL) process in making the profile of BPSDMD Provincial Government, and the reflection or lessons learned from the learning process. This research is designed qualitatively and descriptively, based on a case study, involving the design of a learning model on-site and data collection using observation, interviews, documentation, and literature review. RTBB has been designed in the Pre-Implementation, Implementation, and Post-Implementation stages. The research results show that the RTBB activities, with the Workplace Learning (WPL) model, have been successful in fostering a culture of learning and the emergence of a Community of Practices (CoP). Also, it supports the internalization of Corporate University values. The learning reflection obtained is that trainers and management share roles, enabling employees to understand more about the values of a learning organization.
