IMPROVING THE ECONOMY AND WELFARE OF LOCAL COMMUNITIES BASED ON COMMUNITY EMPOWERMENT THROUGH VILLAGE TOURISM DEVELOPMENT INNOVATION. The development of village tourism becomes a planning model and strategy in empowering rural communities. In Sekapuk Village, Ujungpangkah District, Gresik Regency, the innovation of Setigi tourism development was built from the development of ideas of the Sekapuk Village Head. The strategy used is through product innovation policy and maximizes the role of the local community. During the Covid-19 pandemic, Setigi tourism did not experience a decline, especially in the new normal situation, it was considered quite successful in attracting visitors so that it was known to be a successful village that was able to rise in the midst of a pandemic with a net profit turnover of IDR 7 billion and PADes IDR 2.047 billion. As an independent village, sustainability is a concept for planning and developing tourism in order to keep exist. The method used is survey research with research studies on data collection and processing techniques through in-depth interviews offline and online, also reviewing and analyzing documents/files in Sekapuk village. The results showed that the Sekapuk village tourism innovation program had a high success dimension in economic activities. It is recommended that management and tourism development strategies be carried out in order to Setigi tourism keep exist to boost village development and economy, especially for economic recovery during the Covid-19 pandemic. The full support and participation of the local communities needs to be sought for the sustainability of tourism. Keywords: Innovation, Tourism Development, Community Empowerment.
