Abstract

Analysis of the position of Civil Servants is regulated in Permendagri No. 35 of 2012. Job analysis is needed in the framework of institutional, management and staffing structuring programs as well as performance-based education. The object of analysis is the implementation of work that describes the functions that exist in each work unit of government agencies and Regional Work Units (SKPD). The purpose of this paper is to support bureaucratic reform in the application of the principle of the right man, in the right place and in the right time, in public service organizations within the government of West Nusa Tenggara Province. The approach or method used in writing this Scientific Paper is a library approach, sources of information or data obtained from a literature study, one of which is the results of Job Analysis and Team Workload Analysis conducted at the Department of Public Works and Public Housing of West Nusa Tenggara Province. The result is the discovery of the number of employee needs in carrying out work as many as 1,261 people, while the number of Human Resources at that time was 472 people, so that there were 786 Human Resources shortages. Some have not been filled, and some are filled by contract workers, daily workers and volunteers. This can lead to not achieving organizational goals effectively and efficiently.
