CAPACITY BUILDING STRATEGY OF PUBLIC TRAINING INSTITUTE IN IMPROVING CIVIL SERVANT’S COMPETENCIES TO REALIZED LEARNING ORGANIZATION

This study was conducted to investigate the efforts to empower the capacity of training organizatio. It have recently become the priority for public training organization especially when the public demand for the training accountability is very strong. The significant of these efforts, however, cannot be realized since each aspects of the training organization runs its own improvement policies. In other words, public training organization need to work together to harmonize the policies, strategies, and techniques to improve the quality and capacity of training organization. This article attempts to explain the ways of efforts from the public training organizations in West Nusa Tenggara Province, in order to make the improvement effort more significant, powerful, and result-oriented, especially in enhancing the effectiveness of training. The discussion is started with the background of quality need, and followed by the explanation on the strategies to improve the capacity of training organization: institution, programs, trainers, and evaluation and development in conducting trainings to improve BPSDMD West Nusa Tenggara Province as Learning Organization.
