Organizational Development of Agile Governance-Based Civil Service Police Unit Organization in Klungkung Regency

Abstract

The development of the Satpol PP Organization based on Agile Governance Theory in realizing transtibumlinmas or agile government aims to implement an agile and responsive government management system into government management through the creation of government organizational structures such as adaptive Satpol PP, utilization of information technology and anticipation of a disruptive environment in Indonesia. various sectors. This study aims to identify, analyze and explain the Organizational Development of the Civil Service Police Unit based on Agile Governance, the supporting and inhibiting factors, efforts to overcome obstacles and the model for the development of the Satpol PP organization in realizing Public Order and Public Order and Community Protection in Klungkung regency Bali Provincy. This study uses a qualitative method with a descriptive approach to develop various theories that exist and are being developed. The authors' research data were obtained from interviews with key informants and stakeholders, reviewing documents, making observations and through internet media searches. Data analysis used qualitative analysis by covering data reduction, data presentation, and drawing conclusions. The findings obtained are that the Klungkung Regency Satpol PP in developing its organization requires a change in the framework of thinking, changing the structure, re-empowering Pol PP members and making changes to regulations regarding the role of the Klungkung Satpol PP. The conclusion of the study is a change in the frame of mind (reframing) where the Klungkung Satpol PP does not yet have a performance measurement according to position, a description of the main tasks and functions of the Klungkung Satpol PP especially its relationship with the community, changes in the structure of the Klungkung Satpol PP which does not yet have an SOP, there is awareness in providing services to the community. technology-based society, but cannot be implemented optimally due to limitations in the Klungkung Satpol PP and updates on the role of the Klungkung Satpol PP so that it has an impact on increasing the capacity of the Klungkung Pol PP apparatus.
