Abstract

Government Regulation Number 17 of 2020 concerning Amendments to Government Regulation Number 11 of 2017 concerning Management of Civil Servants confirms that there is competency development for every civil servant at least 20 hours of lessons per year. One of the fulfillment of the competence of employees of the Ministry of Law and Human Rights is to conduct training using the e-learning method. Training materials related to technical and administrative fields. The module is one of the teaching materials for this model training learning. Indicators of learning outcomes described in the module according to Bloom's taxonomy indicate the level of understanding of the expected learning materials. Level C1 Remembering (Remembering), C2 Understanding (Understanding), C3 Applying (Appliying), C4 Analyzing (Analysing), C5 Evaluating (Evaluating), C6 Creating (Creating). This paper aims to determine whether Widyaiswara has paid attention to the cognitive level of Bloom's taxonomy in learning outcomes indicators when providing learning. Through qualitative descriptive research methods with an interpretive approach, it is known that as many as 87% of Widyaiswara convey discussion topics that exceed the cognitive level so that they have not paid attention to the cognitive level contained in the learning outcome indicators. There are at least 5 reasons why Widyaiswara did this.
