Effectiveness of Training Irrigation Operation and Maintenance Against the Performance of the Irrigation Officer At the PUPR Region VI Training Center in Suraba

Abstract

Irrigation operation and maintenance is part of water resources management, which is an effort to plan, implement, monitor and evaluate the implementation of water resources conservation, utilization of water resources, and control of the destructive force of water. In its implementation, operations and maintenance are based on the principles of sustainability, balance, public benefit, integrity, justice and independence.

In the work priority program of President Joko Widodo's Cabinet, it is stated that human resource development is a top priority, and infrastructure development will continue. Infrastructure development which has become a National Strategic Project includes the construction of 1 (one) million hectares of new irrigation networks, construction of 65 (sixty five) dams, and rehabilitation of 3 (three) million hectares of irrigated land. The irrigation officer acts as an officer who operates and maintains PUPR infrastructure, especially irrigation. So that the role of the irrigation manager in development to support the National Strategic Project is very important. Irrigation Operation and Maintenance Training at the interpreter level is important to be held in order to improve irrigation management human resources so that irrigation operation and maintenance officers can carry out their duties properly in accordance with their main duties and functions. The Irrigation Officer is one of the irrigation management officers who is the spearhead of the field, because the Irrigation Officer is in charge of regulating and monitoring irrigation water needs. However, the number of Irrigation Specialists is not proportional to the existing coverage area, plus many Irrigation Specialists do not yet understand their duties and functions. It is hoped that through this Operation and Maintenance Training participants can increase their knowledge and skills and can apply them in carrying out their daily tasks.

So far, research on post-operation evaluation and maintenance of irrigation has never been conducted. Therefore, this research will explore in more detail the effectiveness of irrigation operation and maintenance training on the performance of the Irrigation Officer.
