Abstract

The mandate of ASN Law Number 5 of 2014 concerning State Civil Apparatus and Government Regulation Number 17 of 2020 concerning Amendments to PP Number 11 of 2017 concerning Management of Civil Servants which states that every civil servant has the right to receive Competency Development of 20 Hours of Training each year requires innovative Competency Development massive In an effort to realize this, it is necessary to develop training methods from the Blended Learning model on the SIP TENAN Learning Management System (LMS) to develop into a Massive Open Online Course (MOOC) Learning Model. The material chosen to fill the MOOC is First Aid life skills material. The selection of this material is based on survey research regarding the level of employee knowledge about First Aid, the results of which indicate that First Aid Training can be followed by every employee regardless of position and education. The aim of this research is to find out how to develop First Aid MOOC Learning Methods in BPSDMD Central Java Province. The research method was carried out using Research and Development (R&D). The results of this research obtained a MOOC media validation test value of 75.38% and First Aid material validation test value of 66.61%. The product trial results showed that 53 of the 55 trial participants passed. And of the 53 participants who passed, they said they were satisfied. The results after revision were carried out from 3891 ASN who took part in the training, 2683 ASN passed. There were 69% passes. This shows that the development of the First Aid MOOC Learning Method at BPSDMD Central Java Province is effective and efficient in fulfilling the ASN Competency Development Rights in accordance with the mandate of Law No. 5 of 2014 concerning ASN.
